Before you can work as a nurse in any GCC country, your educational and professional documents must go through a formal authentication process. This proves to the receiving country's government that your qualifications are genuine. The process varies by your home country and destination, but follows a standard chain.
1
Notarisation (Home Country)
Original documents must first be certified/notarised by an authorised body in your home country. For nursing documents, this is usually a Commissioner for Oaths, a solicitor/lawyer, or a notary public.
1–5 days$30–$100
2
Government Apostille / Authentication
Your home country's designated authority attaches an Apostille (for Hague Convention countries) or government attestation stamp. For Philippines: DFA. For India: MEA (MOFA). For UK: FCDO. For USA: State Secretary of State then US Department of State. For Nigeria: Ministry of Foreign Affairs.
1–4 weeks$50–$250Varies by country
3
GCC Embassy Authentication (if required)
Some GCC countries require the documents to be further stamped by their embassy in your home country. UAE and Saudi Arabia typically require this for certain documents. Qatar, Kuwait, and Bahrain may or may not require this step — confirm with your employer's PRO or the licensing body.
3–10 days$50–$150 per documentNot always required — verify first
Separately from physical attestation, these four GCC countries require DataFlow — a digital verification service that contacts your university, nursing council, and employer directly to confirm your credentials are genuine. This runs in parallel with attestation but takes 4–8 weeks.
4–8 weeks$140–$200Start this FIRST — it's the slowest step
5
Submit to Licensing Body
With attested documents + DataFlow report in hand, submit your nursing license application (HAAD, DHA, SCFHS, QCHP, etc.). You'll then be issued an exam authorisation to sit the Prometric CBT exam.

DataFlow
DataFlow Primary Source Verification
DataFlow is a mandatory digital credential verification service used by UAE, Saudi Arabia, Qatar, and Bahrain. It contacts your university, nursing council, and employers directly to confirm your credentials are genuine — independent of your submitted documents.
How DataFlow Works
DataFlow Group verifies credentials at the primary source — meaning they contact your nursing school, licensing board, and employers directly, not just check your submitted copies. This is why it takes 4–8 weeks.
1
You Apply
Submit application + documents online at dataflowgroup.com. Pay $140–$200 fee.
2
DataFlow Contacts Sources
They email/call your university registrar, nursing council, and each employer directly.
3
Sources Respond
Each source confirms your credentials. Slow responders cause delays — Nigerian institutions often slowest.
4
Report Issued
DataFlow issues a verification report (PSV Report). Submit this to the GCC licensing body with your application.
DataFlow reports are valid for the specific country/application they were created for. A DHA DataFlow report may not be accepted by SCFHS without a separate application.
Required for:
🇦🇪 UAE (HAAD / DHA / DOH)🇸🇦 Saudi Arabia (SCFHS)🇶🇦 Qatar (QCHP)🇧🇭 Bahrain (NHRA)🇰🇼 Kuwait — NOT required🇴🇲 Oman — Optional
DataFlow Pro Tips
Start DataFlow FIRSTIt's the slowest step. Start your DataFlow application before you even have a job offer — it takes 4–8 weeks and nothing else can proceed without it.
Contact Sources in AdvanceEmail your university registrar and nursing council to warn them that DataFlow will contact them. Ask them to respond promptly. This alone can cut 2–4 weeks off the timeline.
Each Country = New ApplicationA DataFlow report issued for DHA is NOT automatically accepted by SCFHS. If you apply to multiple GCC countries, you may need separate DataFlow applications.
Watch Your Employment GapsDataFlow will verify all employment listed. If you have unexplained employment gaps, prepare documentation. Discrepancies between your CV and employment letters will cause flagging.
Requirements by Destination Country
What Each GCC Country Needs
Attestation requirements differ slightly by destination. Select your target country:
🇦🇪
UAE — DHA / HAAD / DOH
Dubai: DHA | Abu Dhabi: DOH/HAAD | Other Emirates: MOH
Required Documents:
Nursing degree (attested)
Official transcripts (attested)
Home nursing license + Good Standing Letter
Employment certificates (all)
Police clearance certificate
Passport copy
Passport photos
DataFlow PSV Report (mandatory)
Attestation Chain:
1. Notarise at home (lawyer / notary public)
2. Home government apostille (DFA / MEA / FCDO etc.)
3. UAE Embassy stamp (if required by your country)
4. Ministry of Foreign Affairs (MoFA) attestation in UAE
Timeline: Allow 3–5 months total from DataFlow start to exam authorisation.
🇸🇦
Saudi Arabia — SCFHS (Mumaris+)
Saudi Commission for Health Specialties | portal: mumaris.com.sa
Required Documents:
Nursing degree (attested + Saudi embassy stamp)
Transcripts (attested)
Nursing license + Good Standing Letter (attested)
All employment certificates (attested)
DataFlow PSV Report (mandatory)
Valid passport
Medical fitness certificate
Key Notes:
Saudi embassy stamp required — Most documents need an additional Saudi Embassy stamp in your home country (on top of apostille).
Mumaris+ portal — All applications via mumaris.com.sa. Create account, upload documents in Arabic/English.
Timeline: 4–7 months — Saudi is the most document-intensive GCC country. Start early.
🇶🇦
Qatar — QCHP
Qatar Council for Healthcare Practitioners | qchp.org.qa
Qatar follows a similar attestation chain to UAE. DataFlow required. Key difference: Qatar does not require GCC embassy attestation in most cases — apostille from home government is typically sufficient for QCHP.
Good news for UK/Ireland nurses: NMC/NMBI verification letters are often accepted directly by QCHP, simplifying the attestation process significantly. DataFlow still required.
Timeline: 3–5 months. Qatar is generally more streamlined than UAE or Saudi for the attestation component.
🇰🇼
Kuwait — Ministry of Health (MOH)
No DataFlow required. Most accessible GCC licensing process.
Kuwait does NOT require DataFlow. This significantly simplifies and speeds up the process. Standard attestation chain applies (notarisation → apostille). Some documents may need a Kuwait embassy stamp — confirm with your employer.
No DataFlow = 4–6 weeks faster. Kuwait is the fastest GCC licensing process for most nurses. Allow 2–4 months total from application to exam.
🇧🇭
Bahrain — NHRA
National Health Regulatory Authority | nhra.bh
NHRA requires DataFlow and standard attestation. Process similar to UAE but generally faster (2–4 months). Bahrain is a good first GCC posting for this reason — the licensing is more straightforward and the country is welcoming to first-time GCC nurses.
Oman Medical Specialty Board | omsb.org | Easiest GCC process
Oman does not mandate DataFlow — it's optional. Standard attestation applies. OMSB is considered the most accessible and fastest GCC licensing body. The OQE exam (100 questions, 2 hours) is also shorter than other GCC exams.
Best for first-time GCC applicants. Oman's licensing process is the most straightforward in the GCC. Timeline: 2–4 months. DataFlow optional (not required by most hospitals).

Common Mistakes
7 Attestation Mistakes That Delay Your GCC Start
These are the most common reasons nurses miss their start date by weeks or months. Avoid all of them.
Starting DataFlow Too Late
DataFlow takes 4–8+ weeks. Many nurses wait until they have a job offer before applying, losing 2 months they could have used in parallel.
Fix: Start DataFlow the moment you decide to seek a GCC job — before you even have an offer.
Expired License / Registration
Submitting a home nursing license that expires during the application process. GCC licensing bodies require a currently valid license at the time of submission.
Fix: Renew your home nursing license before starting GCC applications. Ensure it's valid for at least 12 months.
Missing the Embassy Stamp Step
Getting the apostille but skipping the GCC embassy stamp (required by UAE and Saudi Arabia). This invalidates the document for MOFA attestation.
Fix: Confirm the exact attestation chain for your destination country with your GCCNurseJobs.com advisor or the licensing body's official website.
Submitting Photocopies for Apostille
Apostille can only be applied to original documents or notarised copies — not plain photocopies. Submitting photocopies causes rejection and weeks of delay.
Fix: Always notarise copies before apostille. Better yet, use original documents where possible.
Not Notifying DataFlow Sources
DataFlow contacts your university and council by email. If the institution's contact details have changed or they don't recognise the request, verification stalls.
Fix: Before applying, email your university registrar and nursing council, give them DataFlow's contact details and ask them to respond promptly.
Employment Gaps in DataFlow Application
Listing incomplete employment history creates discrepancies. DataFlow may flag gaps between your CV and what employers confirm.
Fix: List all employment accurately. If you have genuine gaps (study, travel, family), prepare supporting documents explaining them.
Using a Scam Attestation Agent
Many fraudulent "attestation agents" in Philippines, India, and Nigeria offer fake apostilles and counterfeit stamps. These are detected by GCC authorities and result in permanent banning.
Fix: Only use official government channels (DFA, MEA, FCDO) and official GCC embassy offices. GCCNurseJobs.com Premium members receive a vetted attestation service directory.
