Step-by-Step: UAE Licensing (HAAD / DHA)

1
Get your job offer from a UAE employer
Your employer must be the first step — UAE licensing is employer-tied. Get your offer letter with your position title, employer licence number, and facility details. GCCNurseJobs.com connects you directly with 51+ UAE employers.
Start here
2
Create your HAAD or DHA online account
HAAD: Register at haad.ae → Healthcare Professionals section. DHA: Register at dha.gov.ae → Professional Licensing. Choose your licensing body based on where your employer is located (Abu Dhabi = HAAD/DOH, Dubai = DHA).
1–2 daysFree to register
3
Submit documents for Dataflow primary source verification
Dataflow verifies your nursing degree, transcript, registration and employment history directly with the issuing institutions. This is the longest step. Submit via the HAAD/DHA portal — they outsource to Dataflow.
4–8 weeks ~$140–200 Dataflow fee
4
Book and pass the Prometric CBT Exam
Computer-based test at a Prometric test centre. HAAD: 150 questions, 3 hours, 75% pass mark. DHA: 100 questions, 2.5 hours, 65–75% pass mark. Covers clinical nursing, ethics, pharmacology, patient safety. Can be sat in your home country at select centres.
Book 2–4 wks ahead ~$120–150 exam fee Tip: Use Archer Review or UWorld UAE MCQ banks
5
Medical fitness test & Emirates ID registration
Once in UAE (or at approved overseas clinic): blood tests, chest X-ray, HIV/Hepatitis screening. Employer usually arranges. Results take 2–5 days.
3–7 days ~AED 300–600 (often employer paid)
6
Receive Licence / Good Standing Certificate
HAAD/DHA issues your professional licence — a card and digital certificate. Renew annually (DHA) or every 2 years (HAAD). You can now legally practise in your emirate.
🎉 Licensed to practise!

Documents Checklist

Nursing degree certificate (notarised)
Official university transcript
Current nursing registration / licence
Good standing letter from home board
Employment verification letters (all jobs)
Passport (valid 6+ months)
Passport photo (white background)
UAE employer offer letter
Medical fitness report
Vaccination records (Hep B, MMR)

Prometric UAE Exam Tips

  • Use Archer Review or UWorld — both have UAE/HAAD-specific question banks. Aim for 60%+ on practice tests before booking.
  • Focus on: infection control, medication administration, patient safety (TJC standards), documentation and professional ethics — high-frequency topics.
  • You can sit the Prometric exam in your home country (India, Philippines, Pakistan, etc.) at approved centres — no need to travel to UAE first.
  • If you fail, you can re-sit after 7 days (HAAD). Maximum 3 attempts per year. Use your failure report to target weak areas.
  • HAAD exam is harder than DHA — prepare as if for HAAD even if sitting DHA.
  • GCCNurseJobs.com Premium includes access to a curated 500-question practice bank with UAE-specific rationales.

Why UAE Licensing

HAAD licence valid across Abu Dhabi — covers SEHA, Cleveland Clinic, Tawam
DHA licence covers all Dubai hospitals and clinics
Reciprocal recognition with some UK NMC / USA NCLEX holders
Largest GCC healthcare market — most jobs available
Exam available internationally in your home country

Watch Out For

HAAD and DHA are separate — working in both emirates requires both licences
Dataflow can take 6–8 weeks for Philippine nurses (high volume)
Any change of employer requires fresh licensing application
Prometric pass rate ~60–65% on first attempt — study seriously
"HAAD exam was tough but Archer Review saved me — I passed on second attempt after targeting the weak areas the report showed me."
— ICU Nurse, Philippines → Cleveland Clinic Abu Dhabi
"Dataflow took 6 weeks for my Philippine nursing degree but my employer was patient. The moment I got the HAAD licence, salary started — worth the wait."
— Staff Nurse, Philippines → SEHA Abu Dhabi

🇸🇦 Saudi Arabia Nursing Licence

Step-by-Step: Saudi SCFHS Licensing

1
Register on the SCFHS Mumaris+ portal
Go to mumaris.com.sa — create an account, select "Nursing" as your specialty, and begin the eligibility application. System will tell you which documents are required based on your nationality and qualifications.
1–2 days
2
Primary Source Verification (Dataflow)
SCFHS uses Dataflow to verify your degree, transcripts, registration and employment. Submit via the Mumaris+ portal. The system integrates directly. Indian nurses: Nurses Welfare Trust (NWT) verification sometimes needed additionally.
4–8 weeks ~SAR 500–800 (~$135–215)
3
Pay SCFHS eligibility & exam fees
Once Dataflow is approved, pay the SCFHS eligibility assessment fee (SAR 750). Then book the Saudi Health Licensing Exam (SHLE) through the Prometric website. Exam available internationally.
SAR 750 eligibility + SAR 600 exam (~$360 total)
4
Sit and pass the SHLE (Saudi Health Licensing Exam)
120 MCQ questions, 2.5 hours. Covers clinical nursing, pharmacology, ethics, infection control, patient safety. Pass mark: 60–65%. NCLEX-style critical thinking questions. Can be sat at Prometric centres in India, Philippines, Pakistan, Egypt, Jordan, UK and USA.
Tip: NCLEX prep (Saunders, UWorld) is excellent preparation for SHLE
5
Apply for SCFHS registration certificate
After passing, SCFHS issues a registration certificate (Mumaris Certificate). This is your proof of licence — share with your employer. Valid for 1 year, renewable.
1–2 weeks after pass
6
Employer processes MOH work permit / Iqama
Your employer submits your SCFHS certificate to the Ministry of Interior for your Iqama (residency permit) and MOH work permit. You can then legally work anywhere in the Kingdom.
🎉 Licensed for all KSA!

Documents Checklist

Nursing degree (attested — MoFA + Saudi Embassy)
University transcript (attested)
Home country nursing registration
Good standing / clearance letter
Experience certificates (all employers)
Passport copy
Passport photo
Saudi employer contract
Medical fitness / blood tests
Police clearance certificate

SHLE Exam Tips

  • NCLEX preparation is directly transferable — if you've passed NCLEX or used UWorld/Saunders, you are well-prepared for SHLE.
  • Focus heavily on: prioritisation ("which patient first?"), delegation, infection control, medication safety and ethics.
  • Attest your degree from the Ministry of Foreign Affairs (MoFA) in your home country AND the Saudi embassy BEFORE submitting — this is the most common rejection cause.
  • Indian nurses: some states require NWT (Nurses Welfare Trust) registration first. Check with SCFHS for your state.
  • SCFHS Mumaris+ portal can be slow — log in early morning UAE/KSA time for best performance.

Why Saudi Licensing

One licence covers the entire Kingdom (Riyadh, Jeddah, Dammam)
SCFHS certificate is internationally recognised
Most Saudi employers pay Dataflow fees
Vision 2030 — massive healthcare expansion, growing demand

Watch Out For

Degree attestation by Saudi embassy is mandatory — adds cost and time
SHLE pass rate ~55–60% first attempt — NCLEX prep essential
Iqama processing can take additional 4–6 weeks after licence
"SCFHS was actually smoother than I expected — Mumaris+ is well designed. Passed SHLE using the same UWorld questions I used for NCLEX. One licence for the whole country is brilliant."
— Senior RN, Philippines → KFSH Riyadh
"Make sure your degree is attested by BOTH MoFA AND the Saudi embassy in your country before you apply. I missed the embassy step and it delayed me 3 weeks."
— Charge Nurse, India → Dallah Hospital

🇶🇦 Qatar Nursing Licence

QCHP — Qatar Council for Healthcare Practitioners
Qatar uses the QCHP for all healthcare professional licensing. Strict primary source verification (Dataflow) required. Prometric exam mandatory for most nursing categories.

Archer Review HAAD bank works well for QCHP
5
Receive QCHP Registration Certificate
QCHP issues your professional licence. Employer processes your QID (Qatar ID) and work permit. You can now practise at any licensed Qatar facility.
🎉 Licensed for Qatar!

Why Qatar Licensing

HMC (Hamad) is the best government employer in GCC — very stable
One of the highest tax-free salaries with full benefits
Qatar is one of the world's wealthiest countries per capita
QCHP licence is highly regarded internationally

Watch Out For

QCHP portal can be slow to process — follow up regularly
Qatar employer market is smaller than UAE/Saudi — fewer open roles
Strict alcohol laws — limited licensed venues
"QCHP was straightforward once Dataflow was done. HMC (Hamad) handled everything after that — visa, housing, QID. Best employer experience I've had in 12 years of nursing."
— Senior ICU Nurse, India → Hamad Medical Corporation, Doha

🇰🇼 Kuwait Nursing Licence

MOH Kuwait — Ministry of Health Licensing Directorate
Kuwait licensing is handled directly by the MOH. Prometric CBT exam required. The Kuwaiti Dinar is the world's highest-value currency — KWD salaries are exceptional in USD terms.

Obtain job offer from Kuwait employer
Kuwait MOH licensing is employer-initiated for government hospitals. Private hospitals (Royale Hayat, Al Salam) can assist with independent applications.

Submit to MOH Health Professions Council. If eligible, you'll be invited to sit the Prometric CBT exam at a Kuwait or international centre. 120 questions, clinical nursing focus.
4–8 weeks ~$150–200
4
MOH Licence & Civil ID
Employer processes your Civil ID (Kuwait residency) and MOH licence simultaneously. You can then practise at your licensed facility.
🎉 Licensed for Kuwait!

Why Kuwait Licensing

KWD = world's highest value currency — 1 KWD = ~$3.26
Even "low" KWD 300/mo = ~$978 USD tax-free
Strong expat nursing community, very supportive
Relatively straightforward licensing vs UAE/Qatar

Watch Out For

Kuwait embassy attestation is a mandatory extra step — allow 4 weeks
Very hot summers (50°C) — outdoor life limited June–September
Smaller job market than UAE/Saudi
"KWD salary sounds modest until you convert it. My KWD 520/mo = $1,695 USD tax-free — higher than my net pay in the UK on £32,000. Do the maths."
— ICU Nurse, UK → Royale Hayat Hospital, Kuwait

🇧🇭 Bahrain Nursing Licence

NHRA — National Health Regulatory Authority
Bahrain's NHRA handles all healthcare professional licensing. Generally considered one of the more straightforward GCC licensing processes. Prometric exam required. Connected to Saudi Arabia by the King Fahd Causeway.

🎉 Licensed for Bahrain!

Why Bahrain Licensing

Faster Dataflow turnaround than UAE for many nationalities
More relaxed lifestyle than Saudi — alcohol in licensed venues
Connected to Saudi by causeway — weekend escapes to KSA malls
NHRA licensing portal is one of the best-designed in GCC

Watch Out For

Smaller job market — fewer hospitals vs UAE/Saudi
BHD salaries lower than Kuwait despite similar conversion rates

— Staff Nurse, India → King Hamad University Hospital

🇴🇲 Oman Nursing Licence

OMSB — Oman Medical Specialty Board

Archer Review works well for OQE prep
4
OMSB Registration & ROP Residence Card
OMSB issues registration. Employer processes your Royal Oman Police (ROP) residence card. MOH Oman government nurses get additional stamp in employment record recognising government service.
🎉 Licensed for Oman!

Why Oman Licensing

Most peaceful, safest GCC country — lowest crime rate
Lowest cost of living in GCC — OMR 350 goes much further than AED 8000
Beautiful natural environment — mountains, wadis, beaches
OMSB exam is accessible — good first GCC licensing experience
MOH government contracts offer excellent job security

Watch Out For

Salaries lower in absolute terms than UAE/Qatar (though cost of living also lower)
Smaller healthcare market — fewer speciality positions than larger GCC countries
"Oman is underrated. I earn OMR 650/mo at Royal Hospital — that's $1,690 tax-free in a country where I pay OMR 180/mo for a nice flat. I save more here than I did in Dubai."
— ICU Charge Nurse, Philippines → Royal Hospital Muscat
