UAE Licensing Overview
The UAE has a unique federal-emirate split: nursing licensing is handled by three separate bodies, each covering different territories. Knowing which licence you need saves time and money.
Also covers nurses working in federal government facilities across all emirates (military hospitals, federal clinics, etc.).
MOH exams are delivered via Prometric. Test centres are available in Abu Dhabi, Dubai and Sharjah — the nearest to Northern Emirates candidates is typically Sharjah or Dubai.

Important: MOH, DHA and DOH licences are not interchangeable. A MOH licence allows you to work in Northern Emirates only. To work in Dubai you must pass the DHA exam separately; for Abu Dhabi, the DOH exam. However, nurses may legally hold licences from more than one authority simultaneously.

Licence Portability: Your MOH licence is valid only in the Northern Emirates and federal facilities. It does not entitle you to work in Dubai (DHA licence required) or Abu Dhabi (DOH licence required). Each is a separate examination and application process.
Exam Content & Preparation
The MOH Prometric exam tests competency across six clinical domains. Understanding the weighting helps you allocate study time effectively.
Read the stem fully: MOH questions often include distractors. Identify the subject (patient / nurse action), the problem, and what is being asked before reading options.
Elimination technique: Rule out obviously wrong answers first. If two options look similar, one is usually correct — focus on the clinical distinction.
Time management: With ~150 questions in 3 hours, allocate about 70–80 seconds per question. Flag difficult questions and return after completing all others.
Priority questions: When asked “what do you do first?” — apply ABCs (Airway, Breathing, Circulation), then safety, then comfort.
Pharmacology calculations: Expect 5–10 calculation questions. Practise IV drip rates, dosage calculations and unit conversions until you are fast and accurate.
Exam day logistics: Arrive 30 min early with valid photo ID. You will be photographed and fingerprinted. Scratch paper and pencil are provided by Prometric — no personal items in the room.
MOH UAE Licence
Understanding your licence category and renewal requirements prevents unintended lapses and potential fines under UAE health regulations.

Leaving UAE: Arrange licence cancellation through MOHAP portal before your visa is cancelled. Uncancelled licences can create complications for future UAE applications.
NOC from Employer: If changing employers within the Northern Emirates, obtain a No Objection Certificate (NOC) from your current employer. Your new employer will sponsor a licence transfer.
Re-activation: If your MOH licence lapses, you may re-apply but will likely need to repeat the DataFlow verification and potentially re-sit the exam depending on the gap period.

Strategy Tip: Many nurses in Sharjah commute to Dubai. If you regularly work shifts in both emirates, obtaining both MOH and DHA licences gives you maximum flexibility. The DHA exam is generally harder — take MOH first, gain experience, then attempt DHA.
Track all CME activities in the MOHAP portal as you complete them — do not leave recording to the end of the cycle. Some activities require pre-approval.
Aim for 15 CME hours in year 1 and 15 in year 2 to spread the workload evenly across your licence cycle.

Career Path Tip: 2–3 years with an MOH UAE licence in a Northern Emirates hospital, combined with specialty certifications (BLS, ACLS, relevant ICU or OR training), makes you an extremely competitive candidate for Saudi Aramco, Sidra Medicine Qatar, or any premium GCC employer.
Dress code: Conservative dress is expected in public areas in Sharjah and Ajman — shoulders and knees covered. Within hospital facilities, your uniform is sufficient. RAK and Fujairah are slightly more relaxed.
Ramadan: Eating, drinking and smoking in public during daylight hours is prohibited — this applies to all residents regardless of religion. Hospital schedules adapt with adjusted shift patterns.
Language: Arabic is the official language but English is the working language across all Northern Emirates hospitals. Basic Arabic phrases are appreciated by patients and local colleagues.
Community: Large Filipino, Indian, and other expat nursing communities are well-established in Sharjah and RAK. Peer support networks and professional WhatsApp groups make settling in much easier.
