The Kuwait Ministry of Health (MOH) is the sole authority for issuing nursing licenses in Kuwait. All nurses — whether joining MOH hospitals, Kuwait Oil Company (KOC) facilities, or private hospitals — must obtain MOH registration before practising. The process is administered through the MOH Licensing Department and conducted via Prometric at the Kuwait City test centre.

Key difference from other GCC: Kuwait's licensing process is frequently employer-driven. Many nurses are recruited first — then the employer sponsors and manages the MOH licensing application on the nurse's behalf. Independent applications are also accepted via moh.gov.kw and the PACI portal.

🗂️ Step-by-Step Application Process

Important: In Kuwait, many nurses are recruited by hospitals first, and the employer then manages the MOH licensing application. If you have a job offer, your employer will often coordinate most steps. Standalone applicants can apply via moh.gov.kw or the PACI integration portal.

    Research MOH hospitals, KOC, and private hospitals. Many recruit internationally via direct outreach or recruitment agencies. Having a job offer significantly streamlines licensing as employers guide the MOH process.

    Initiate MOH Application
    Employer submits on your behalf OR nurse applies independently at moh.gov.kw / PACI integrated portal. Create an account, fill in personal/professional details, and upload all documents.

    Kuwait MOH uses DataFlow Group or conducts direct PSV. All credentials — degree, license, experience — are verified with the issuing institutions. This is mandatory and non-negotiable.

    Kuwait's verification timeline can be longer than some GCC countries. Government processing pace and administrative queues can extend this. Follow up via employer or MOH portal regularly.

    Once PSV is complete and documents approved, MOH sends eligibility confirmation by email/portal. This authorises you to book the Prometric exam.
